    is the war itself.  Bush did not follow Lord Bardolph's advice.  To keep in the Shakespearean vein, here's Polonius from Hamlet (II, ii, 97-98)

    "That he's mad, 'tis true, 'tis true 'tis pity,
    And pity 'tis 'tis true."

    My apologies to students who took my U.S. Government class in the 90s: evidently the Constitution doesn't limit Presidential power after all. Who knew?

      contractors hate having the customer "help" them build.  When the customer refuses to build the house the way the experts say it must be built, you end up with a shack that will fall with the first strong wind.  Such is our house in Iraq.
