  •  I don't agree that was Reagan's motive; (0+ / 0-)

    his governing philosphy was that the states knew best about how to run their own schools -- he favored local control over federal control, and NCLB's mixed record is showing he had a point, w/a No. of states opting out.  (I don't follow NCLB very closely, but enuf to know it gets mixed reviews, and it was a fed program Dems & Teacher Unions supported, let's not forget).  (my 2 sisters are teachers in north Jersey and they resent it)

      that was more lip service- states rights only applied to repug wedge issues. it was a way to pass the buck, knowing all the while that the states could never handle the responsibility

      and nclb is a joke- has nothing to do with federal vs. states issues, has to do with teaching to the tests. also worth noting that bush hasn't come close to fully funding it. underscores the point- it's all about the quality of the government, not whether it's federal or state. but, to begin with, the poorest states simply don't have the resources that the federal government has.

        NCLB has tightened up teachers' qualification -- they told me horror stories like gym teachers covering Honors' classes! just crazeee stuff, which can't be gotten away with anymore -- so that's something ;)

          there are some good provisions, which is why so many dems supported it. but lack of funding and mandated tests are undermining any good it might have accomplished.
