    The documents you cite came to mind immediately, just from reading the title of this diary, but reminded me of some of Paul O'Neill's documents from the Suskind book -- especially this one, a briefing for a February 1, 2001 NSC Principals Meeting on Gulf Policy.

    An attachment, Tab C, is titled "Executive Summary: Political-Military Plan for Post-Saddam Iraq Crisis (interagency working paper - SECRET)."

    My money is it was based on a PNAC paper, and was coordinated with the divvying up of Iraqi oil fields. That executive summary clearly states in the title that the plan was not just for Post-Saddam Iraq, but for Post-Saddam Iraq Crisis.

    I still believe the current state of chaos is by design.
