    Appropriations measures are also binding, but would probably be nebulous, barring some lightning bolt of clarity and agreement on the "support the troops" politics.

    Other than that, some common purpose and intent would need to be reduced to practice.  A time-consuming process, at best.  Even Murtha said on TW, Sunday that no action on his proposals could realistically take place before late Feb.  And he is in a position to move them.

    The HJR 14 proposed by Jones is [mostly] simple and binding if the loophole can be addressed.
