    that would legitimize signing statements.  They literally have no basis already--a president can sign or veto a bill from Congress and that is it.  Once signed, it is law and s/he is duty bound to follow and execute said law.

    I think that even clarifying what the bill/law says by way of a signing statement is illegitimate--if it is unclear, veto it and recommend rewriting it so that it is clear.  If Congress thinks it is already unambiguous, overrule the veto.
