    of uniting in the face of external threat, even as they prosecute generations-old blood feuds among themselves.  The only times I've noticed the Afghans submitting to foreign power was when it was being exerted directly upon them by a governor they either respected or feared.  Bush, like virtually every other leader who has tried and failed to control Afghanistan through a puppet, badly underestimated the ability of guerillas to assertively resist foreign domination.
