      I'm pretty sure his district reverted to pre-2002 form, which is more conservative.

        The pre-2002 district is Henry Bonilla's old district. That is the one Ciro Rodriguez now represents.

        Cuellar's district is the one Ciro Rodriguez used to represent, and it's a pretty Dem district.

        South Texas is a region dominated by machine politics.  Cuellar's new district is solidly democratic, as much as the old one, more or less.  However, he has the Laredo machine, and the new district took all of Laredo.  TX-23 (Ciro's new district) became winable by gaining soutside San Antonio, Ciro's dem-dominated base, while losing counties in the Texas Hill Country that usually run 4-1 GOP.  That area went to an already-safe GOP district.
