    I agree, it does seem pretty counter-intuitive, but it's not just the size of the audience that's a factor, it's the demographics.  When the papers are trying to shrink circulation, they're also trying to hold onto the more affluent section of their readership.  There's some similar discussion in Ben Bagdikian's excellent The Media Monopoly, including excerpts from ads that the national TV networks took in trade publication...ABC talking about its number one market share, another net pointing out that the largest segment of that audience by far consisted of pre-teen kids without so much purchasing power.
