    began with Reagan (no surprise there).

    Mine Safety and Health Administration (MSHA) officials looked the other way or gave slaps on the wrist for serious safety violations.

    Even mild MSHA fines were appealed to the Mine Safety & Health Review Commission. Sometimes that was a mistake, if when the reviewing judge was Joseph Kennedy.  In his opinions Judge Kennedy let no opportunity slip to lambaste the mine owners for their unsafe practices.  

    Needless to say, MSHA was not on friendly terms with UMWA.
