        In california they only seem to care about signing of documents.

          See about this:  Search under "sworn statements" and "notary" (what you enter in the search box should look as follows:

          "sworn statements" notary

          And see if they'll notarize sworn statements.  Then look up the standard forms if any, for that purpose, or get some idea of the wording that's used, for example "I the undersigned, do swear under penalty of perjury, that the following statement is the truth, the whole truth, and nothing but the truth."  Follow that with a statement saying the date and time you pulled up the screen, and describing what's on the screen, and referring to "the attached printouts" as evidence.  

          That gives you a document.  And then either a) you could submit that in and of itself (with the printouts stapled to it), or b) try to get that notarized and then submit it.  

          FCC is good for the "over the air fraud" part of this, and IRS is good for the "tax exemption fraud" part, and you might even want to call the FBI, though they often have their hands full with overtly violent felonies such as bankrobbings and kidnappings, so they may refer you to either of the above.

          There should be a follow-up diary or something so we all know how it went and what comes next.
