I've wanted to write letters expressing similar sentiments towards people I've worked for in business, where they scr***d me because I had the audacity to be honest and act ethically, while they didn't care what they had to do to make a buck.  In my situations actual lives weren't at stake, but those people certainly have ruined mine (to the point where I've considered suicide.)  So I can imagine the pain and anguish the Col. must have been going through knowing what he was up against, where lives had been lost.
If I had tried to convince anyone about my observations and insight as to the wrongdoing by others, I would have faced even more wrath from the perpetrators, possibly even (falsified) legal action.  They just would have continued their lies, and probably made up more lies and recruited more people to their side - against me.

...have been screwed by unscrupulous bastards out for themselves, though lives were not directly at stake in my case.

I wrote "one of those letters" once.  The next day was the end for not only me but a whole team.  We bounced and landed on our feet, but it was a most unpleasant time and some of the consequences linger.

The unscrupulous bastard in my instance said he dreamed of owning a sailboat.  By now he may have gotten his sailboat.  And I would not be upset if it sprang a leak in the open ocean.

Underneath it all, there is a pandemic of undiagnosed sociopathy in this culture.  When people such as Karl Rove and the larcenous bastards at Hallilburton and KBR can get away with murder direct and indirect, when their types are extolled as paradigm cases of success, what you are seeing is the sociopath subculture at work justifying itself and perpetuating itself.  The cases most of us little guys encounter in our own lives are the memetic spawn of Rove and the rest.  These people, all of them, need to be rooted out, exposed, and confined where they are no longer a threat to anyone except at most their cellmates.
