    is that word "voluntary." Voluntary public funding doesn't mean squat if candidates can opt out of it, the way Shrubya did last time, and the way both Clinton and Obama are expected to this time around. That gives candidates who are either independently wealthy or otherwise able to hoover up flipping great wodges of cash early on a tremendous advantage over everybody else in the race--which appears, on the face of things, to be Clinton's strategy for 2008: lock in all the money (and hence all the buzz that money can buy, thereby giving her "inevitability") long before the first votes are cast.

    And I think that's just wrong.
