      Where would it violate the Constitution? The biggest argument may be free speech, but the First Amendment really only pertains to content. There is no right to a platform, nor is there a guarantee for a minimum amount of time or an audience for that matter.

      Congress won't do it because it doesn't suit their own personal interests.

      So many impeachable offenses, so little time...

        elections (and a whole lotta else) are the purview of the states

          It could also be argued the doctrine regarding the general election might apply since the Federal Government has an overriding interest in the election of the President.

          At any rate it's most likely a moot point since Congress would never pass such a bill.
