    More than a few administrators here would likely be quite happy to outsource most (if not all) of our general education courses to Ozarks Technical College.

      by offloading more expensive tasks (like teaching), the chancellor no longer has to spend 2 months a year twisting arms down at the state legislature, which makes him happy. It also makes the legislators happy, so they leave him alone. Now the community colleges are doing the arm twisting, but the funding formula guarantees they spend their time fighting each other (there are 30 of them) for a fixed slice of the pie.

      In the meantime, the university offers "signing bonuses" aka freshman scholarships, which keeps enrollment up without generating a teaching load.

      Great system, huh? It's the same model the military and VA medical systems use, I think. The only thing missing in it is the education. But that isn't really a problem if the "end product" you really need is sheeple who will do what they are told without questioning.
