    vote too, by one vote in committee.  It is interesting to me that in Nebraska you got further than in Maryland, which is a much more liberal state.  Does anyone have any ideas on why this is?

      (and phat is far more qualified than me to answer this, but I'll give it a shot anyway).

      • A nonpartisan legislature.
      • Ernie Chambers. The man is an institution, and, love him or hate him, he can get things done. This has been his issue for 30+ years.
      • Term limits. Oddly enough, the term limits were in part to get rid of Ernie Chambers. There are 22 new members of the legislature this year, so issues that normally wouldn't get considered can come up for debate.
      • Mike Flood. I think he's worried that the Supreme Court will eventually find the electric chair unconstitutional, so he's trying to get us to change to lethal injection. But whatever his motivation, he put Chambers' bill on the agenda and set the tone of the debate.
