    If Congress finds Rove guilty of contempt under its inherent power to do so, they throw Rove in the Capital Jail. (I'm imagining some rat infested dungeon deep in the catacomes under the dome, but I digress)

    Rove then files a habeas petition and rots in jail while his lawyers plead the case up through the courts to the Supreme Court. Of course, as has been pointed out repeatedly lately, that would take years, and it is not clear that there is a Constitutional guarantee of habeas corpus...

    Maybe he could be declared an enemy combatant and stripped of citizenship...

    Then we need to pass a House Detainee Treatment Act and authorize some waterbording?

    Just some thoughts...
