    That's a load of crap.  If Hamas really wants something -- for example, a resumption of direct international aid from the EU and the US for the Palestinian Authority, all it has to do is make the statement. It can copy my words, I won't charge a penny.  It can even add this statement:

    "We are interested in the betterment of the Palestinian people, and in the speedy achievement of Palestinian national aspirations. Consequently..."

    Here's the deal -- the PA has absolutely no legal entitlement to aid from the EU or the US. It's charity.  So if Hamas wants the aid to flow, it can't look to international law for help.  It has to deal with the requirements of the people with the money. If the EU and the US are making this requirement a condition of direct funding, there is nothing illegal about it. International law is irrelevant.
