    Sampson says some of the cases were close calls because any obvious problem was absent, there was just a consensus feeling that there could be a better person in the job.

    But, he also said in his opening statement that Bud Cummins was the only case where a USA was asked to resign to make room for a pre-determined candidate.

    So why did they think that, for example, replacing Lam or Iglesias would improve the office if they didn't have a replacement in mind?
