I thought Whitehouse's line of questioning was brilliant.  One of the m.o's of this bunch is using the fact that there is an investigation as a shield.  The AG used the OIG/OPR investigations as an excuse as to why he didn't know the answers to some of the questions.  He wanted to find out who recommended the names and why but gosh he couldn't because he didn't want to interfere in an ongoing investigations.  (Nevermind that he should have known this information before these attorneys were terminated.)  Same thing happened in the Plame leak.  No one wanted to interfere in an ongoing investigation.

The other m.o. exposed by this line of questioning I think will be this:  the OIG will discover that the senior management violated its own policies and procedures and applicable federal regulations.  The OPR wouldn't make that kind of finding.  In the Plame Waxman hearing, one part of that testimony exposed the fact that contrary to their own policies and procedures, an internal security investigation was never conducted and no administrative action regarding the purported violaters was ever taken or apparently even considered.
