    The examples you gave were all after the process of industrialization was well on its way in the US

    Industrialization gets rolling in the US in the 1830s. The examples you give are for the most part in the first decade of the 20th century, some 60-70 years later.

    My point stands, much needed reform comes after industrialization creates the wealth needed to make these reforms affordable.
