    instead of (or supplementing) an at-the-pump gas tax.
    The country I live in has both: there's an at-the-pump tax for gasoline, but diesel has a road user charge instead, which is purchased in blocks of 1000km.

    A vehicle registration charge per mile driven can (much more easily than a gas tax) be targeted at the worst offending vehicles, those who can pay, and those whose habits need to change most. If it costs an obscene amount to drive a new big 5-liter engined monstrosity, fewer people will drive them.
