    For me, there were two moments of accountability.  The first was the IWR and the second was when the civil war started in earnest.  In between, we invaded Iraq and took out the Saddam regime, and we were obligated to set the country up with a government and help the country be stable.  Samarra meant that the goal of stablizing the country was hopeless.
