    While I have no doubt that corruption plays a role in this, a large part of the problem with Dragon Skin is that it is a new idea (scalar armor).  More like an old idea applied in a new way, but it still makes testing and comparisons difficult.

    I recommend this link for anyone interested in why this is a difficult question:

    The goal here shouldn't be to adopt Dragon Skin. There are other armors out there, such as Paraclete.  The goal should be that the best testing and procurement process that we can come up with is in place and functioning.  Lives are on the line.

    Despite the stakes, it would appear that process is not in place.
