      governing is just too much trouble, and representing the will of the people is not even a consideration.

        appropriations is governing for a legislature. Horse trading as part of putting together a bill is the way it is done--the way it was done 40 years ago--the way it is done in other democracies. You  give something to your opponents that you don't consider vital in exchange for their support on something you do consider vital.

        The question is, is blocking abstinence education vital?  It is certainly a waste of $$, but in the big scheme of things, is it vital?  What do we gain in return for funding this silly, ideological program?  What do we lose (in addition to the tax dollars)?
