  •  Well, the embassy compound was supposed (6+ / 0-)

    to be an espionage facility into which all the data they download from satellites and transfer from the radar installations on the bases would be analyzed to, you know, "stabilize" the region.  Now that it looks like this project is never going to work because Iraq cannot be made secure enough (I mean, didn't we have a kidnapping even outside Langley?), there's going to have to be an excuse to abandon the facility to the Iraqis.
    Of course, the people who thought this was a rotten idea to begin with may have been insuring its failure by contracting with First Kuwaiti Construction and Trading--an outfit some of whose principals are headquartered on Malta.
    I've been suspicious of Malta ever since I first heard of it in 1957.  Which is not to say I've got a reason.  LOL
