    the Anti-Terrorism Effective Death Penalty Act.  It was passed in 1996 and signed by Clinton in the aftermath of the Oklahoma City bombings.  

    It puts very strict time limits for habeas corpus federal review of state convictions, and it narrows the grounds for habeas corpus relief.  This weakening of federal habeas corpus comes, even as state courts affirm more and more questionable convictions out of some sense of mandate that being tough on crime requires affirming nearly all convictions regardless of the circumstances.

    Nothing can destroy a government more quickly than its failure to observe its own laws, or worse, its disregard of the charter of its own existence.
