Can the Democrats do something proactive in the House on this issue?

Suppose you proposed a massive increase in expenditures on anti-al Qaeda efforts in Afghanistan and simply proposed the funding to come from a reallocation of funds away from those authorized for Iraq.  Is that possible?  Is that totally naive?  Looking forward to your response.

Not naive at all.  That's a great idea.  It is exactly how we should reallocate our military resources.  Of course, we would have to then get it through the Senate and override a veto, but trying this process would highlight the policy choice and push the debate in that direction.

You then get to claim that Republicans and/or the President are blocking funds to fight al Qaida.

Thanks again for participating!  The back-and-forth is the best part of DailyKos, in my opinion.  However, this is a fast-paced kind of place.  Usually, unless comments are made within the first few minutes of posting, you will be accused (as I wrongfully accused you) of posting a de facto press release.  This almost certainly would have become a "Recommended Diary" (guaranteeing much much wider readership) had you posted earlier.

Please don't take that as a criticism -- I know your schedule is busy.  But even carving out just 10-15 minutes after posting the diary to respond to comments would really get you more attention.

        All the best.
