    The executive branch does face a threat. The threat is that the truth may come out.

    President Bush Commends Congress on Passage of Intelligence Legislation

    Today we face a dynamic threat from enemies who understand how to use modern technology against us.

    Who is "we"? The executive branch

    Who are "the enemies"? The political opposition and the disaffected within their own ranks.

    Whether foreign terrorists, hostile nations, or other actors, they change their tactics frequently and seek to exploit the very openness and freedoms we hold dear.

    How best to stop the exploitation? Do away with openness and freedom.

    Our tools to deter them must also be dynamic and flexible enough to meet the challenges they pose.

    Dynamic - unfettered by oversight.

    flexible - make no distinction between legal and illegal and when those distinctions become unavoidable, make what was before illegal, legal by decree.

    When Congress returns in September the Intelligence committees and leaders in both parties will need to complete work on the comprehensive reforms requested by Director McConnell, including the important issue of providing meaningful liability protection to those who are alleged to have assisted our Nation following the attacks of September 11, 2001.

    Alleged to have assisted our Nation? Why is nation capitalized?

    Are they putting forward the idea that assisting the nation places a person in legal danger? Irony indeed.
