How in the wide damn world has he been kissing Bush's ass?

By holding hearings that accomplish nothing except sound bites.

The only person who can enforce accountability through impeachment is Conyers, chairman of the Judiciary Committee, not Waxman. Waxman's only job is to hold hearings that expose the administration.

He has not exposed a single Bush crime, because he allows the admin to stonewall.

Waxman is trying to do everything he can to stop the stonewalling, but realistically what does he have in the way of strong enforcement tools? He obviously did not know about inherent contempt, and now he will probably have a Tauscher moment and use that to go after the administration. However, other than that, the only real tool is impeachment for obstruction of justice, which is strictly a function of the Judiciary Committee (i.e. Conyers).
