    Sr.'s Admnistration, the Iraq war was conceived in a document entitled Draft Defense Planning Guidance, which called for preemptive war . . . asserted the need for "access to vital raw materials, primarily Persion Gulf oil."  Worth reading on the subject is The So-Called War on Terror:  A Masterpiece of Propaganda, by Richard W. Behan  

    Although, the first online version of the PNAC's Statement of Principles was June 3, 1997, of which Cheney is a signator, I think it would be safe to say that it was well in works from 1992 onward before the actual online version.  My view is that Cheney used his own "predictions" of 1994, to bring about the current reality of those predictions strictly for and based on the purpose of capturing  those "vital raw materials."
