    Sexuality is part physiology, part psychology and part chemical (hormonal).  Those three things exist on a continuum.  A person could be born with a physical and hormonal make up that puts them in the exact center of the continuum-- not clearly female or male.  So for them, "either/or" is irrelevant.

    The vast majority of people can decide, but some can't.  Good public policy must do more than just address the needs of the majority.
