    I agree this wording is stupid and irresponsible. Every one of the 600,000 bridges in the USA has a non-zero probability of collapsing at a given point in time. We even had a collapse of a brand-new not yet open to traffic bridge recently.

    The problem in Minnesota wasn't that a bridge might collapse. It was that network-wide conditions were deteriorating and not enough money was being spent to reverse the decline of the bridge inventory. The same thing is happening in a lot of states right now.

    That's the problem we need to fix: failure to monitor infrastructure performance, and failure to reinvest.
