I am a UCI professor and I am completely outraged by this.  First I had assumed that Drake had been pressured from somewhere, but in an interview quoted in the L.A. Times this morning he took full responsibility, suggesting (as mentioned elsewhere in this thread) that he was upset that Chemerinsky published an op-ed in the L.A. Times. Money quote:

Drake said that "we had talked to him in June about writing op-ed pieces and that he would have to focus on things like legal education in this new role, and then here comes another political piece. It wasn't the subject, it was its existence. What he said doesn't matter."

You hire one of the great legal minds in the country to be a dean, and then you require him to stop commenting on legal policy?  Would a dean of education be forbidden from writing about No Child Left Behind?  Would a dean of medicine be forbidden from issuing opinions about our health care crisis?  It is completely absurd.

I'll be going to an emergency campus-wide faculty meeting today at which Drake will make his case.  I'll be interested to see the mood of the rest of the faculty.
