    Europe and Japan have approximately the same number of people in all age groups whereas developing countries are highly skewed towards a younger population due to high birth rates.

    That's why the third world population is 'exploding' while the developed world is stagnating (except for immigration).
    Except in cases like Iraq, this population distribution largely results from a reduction in mortality in younger people, not as you hypothesize, a high rate.
