    In 1999, the Texas legislature was working to build their CHIP plan.  The Democratic-led House pushed for eligibility for children up to 200 percent the federal poverty level.  The Republican-led Senate was pushing the Bush plan, with an eligibility level of only 150 percent the federal poverty level.

    I believe that was the lowest level allowed by the Clinton law.

    The House and Senate Ds held together remarkably and fought successfully to get it to 200 percent.  It was about the only time Bush did not get what he wanted in that coronation session.
