    Do cities emergency coordination groups have access and contracts to use the medical labs in the city?

    I am wondering, in the event of a pan endemic are the research labs going to be placed into working for a solution?  The line in open source is, "with enough eyes all problems become small"  Who is responsible for ensuring a contract for doing that? The locality, the state, or the federal government?

    Also, those labs probably have the resources to make a few batches of vaccine.  According to the fluwiki the world total production abilities come out to being able to make enough for 350 million people.  According to that site, Canada has done the work to ensure that in the event of disaster, they have the facilities to create enough vaccine for each one of their citizens.  Can the US do the same?

      7.5 billion dollars is being spent on flu prep, mostly on  vaccine production and R&D. it's the 'power tool in the toolbox' but not ready to go yet.

      Newer cell-based techniques can ramp up to vaccinate the world... in 5 years. If something hit now, we'd not be ready. That's why folks need to be aware of all this.
