    1. Another coupla dozen people looked at the site plan in various iterations (i.e., foundation plans, roof plans, grading plans, electrical plans, plumbing plans, parking plans, landscaping plans, etc.) and said nothing - or said something, and were ignored.

      Either the first person who drew the plan did it for some bad purpose ("I hate Jews and I'm going to build a building that looks like a giant swastika, even though we were at war with the nazis about a decade ago) or without any bad purpose ("I need a building with this much floor space, this much light, this many courtyards to give windows to this many offices.")

      The person who reviewed the plans either saw it as a giant nazi symbol or didn't.....

      And so on.
