    ....as funding health care for children is "voluntary".  Under this funding mechanism, if more people choose not to pay tobacco taxes, more people choose not to provide health insurance for children.  Is it wise to hinge children's health care on a revenue source that you are enthusiastically hoping to be depleted?  This is unconscionable.

      I haven't read the bill, but matching acts like this are normally independent of each other.  If cigarette taxes don't cover tha appropriation, the difference is added to the deficit.

      Neither SCHIP nor funding necessities from cigarette taxes would be my choice, but both are better than nothing in and of themselves.  Higher cigarette taxes encourage people to quit smoking, and that's reason enough to raise them.

      Don't expect to live in a democracy if you're not prepared to be an active citizen.

        The only thing raising cigarette taxes are going to encourage, for most people, is taking the money they would have spent on things like dental care and paying this tax increase instead.

          ....on the highest order....and the mindset of "saving the naughty from themselves" ensures us of a national tax burden under "progressives" that is massively more regressive than what exists in Grover Norquist's wettest dreams.

            Because the thing is. If they wanted to increase taxes to $1 a pack as PART of the funding to give EVERYONE health care, then I'd be all for it. I'm just sick of progressives thinking it's ok for them to come to my wallet over and over again for every little project.

              ....the government already profits billions per year from smoking.  But they're never satisfied with the golden bounty.  I'd love to see the tobacco companies declare they will cease and desist doing business in America because of the declining customer base and the burdensome costs of doing business....and then observe the looks of unmitigated terror on the faces of our hypocritical "antismoking" political leaders who discover the government will experience financial ruin without the goose laying down the $100 billion per year golden eggs.

        ....by favoring tobacco tax increases just for the sake of tobacco tax increases.  Last year, I was convinced the Republicans were the party of the sanctimonious pseudo-puritans trying to forcefully impose their lifestyle on the masses.  Now I'm not so sure.
