    In 16 years of emergency planning, I never heard the word "pre-planning" used until after Hurricane Katrina.

    "Pre-planning" is the equivalent of pre-thinking. DHS apparently concocted it in an effort to give the impression that it was doing something innovative in response to Katrina, rather than admit that government agencies (like mine) simply failed to plan.  As with 9/11, the administration tried to make the case that it did an adequate job, not an extraordinary one.  But, in fact, it did a lousy job and the consequences were predictable by anyone with an appreciation of emergency planning.
