    obligation to read or answer mail from outside the district. Many are hard pressed to do that well. Almost every e-mail web form requires some sort of district identification and that is absolutely reasonable. Mine requires the nine digit zip because the district straddles a number of five digit zip codes.

    Some have the common courtesy to take notice of mail from outside, but there is no obligation. Of course they can take contributions from outside and of course they just might be likely to read a regular mail letter from a large contributor. That is another issue.

    Expecting pure free enterprise to serve a population is like expecting a garden to feed a family by simply throwing out bags of seed on the ground. (Me)
