    could be done whenever the state legislature felt like it?  In other words, it HAS to be done after the census to conform with federal law but it could be done every year if the legislators had the stomach for it.

    Am I remembering this right or making it up?

      was crafted by a nonpartisan panel, DeLay, Craddick et. al. decided to excercise their perogative to have the Lege do it themselves.
