    ... he's talking about restructuring the preferences of the voting public, not simply the the balance in legislative chambers.

    Assuming 2008 is an election of comparative disapprovals, and assuming the next President gets to preside over a lost war, a tax increase, severe economic and market stresses, and either teh passage or blockage of much-needed but widely unpopular legislation, the outcome is unlikely to change the balance radically and favorably.

    We must defeat them over there, or they'll follow us home ... hide under our beds ... and grab us by the ankles when we get up to pee.
