    pointed out in a comment on this topic last week that the language in the Constitution:

    [t]he President shall have Power to fill up all Vacancies
    that may happen during the Recess of the Senate, by granting Commissions which shall
    expire at the End of their next Session

    could be read to mean the president has the power to makes appointments only for vacancies that occur while the senate is in recess. The senate is gone for six months, during that period the ambassador to France dies,  we're going to end up with a serious baguette shortage unless there's an ambassador there to work things out, so the president is given the authority to make an appointment, but only because there's no senate around when all of this happened and no possibility for the senate to reconvene for months. The current reading of the provision insures that this demeaning cat and mouse  game goes on.
