    The fundamental reason why though is because Europe is only about half the size in area with about 50% more population (and the difference in per capita land area was greater before the eastern european countries joined). This has led to the fact that they have had to deal with congestion earlier. In addition most of Europe was designed before the automobile. When people discuss Europe they often give the impression that they are just smarter than us (they wouldn't ruin their currency like we did), but it really has more to do with the fact that they have been forced to face reality sooner than us. Europe is in fact a story of hope for the US, that when you have to face up to your problems you can come out of it stronger, we can only hope that we can avoid the violence that is often associated. War is a common remedy used by leaders to avoid the population realizing the country has issues (i.e. WWI, Iraq).

      that pre-auto urban design for most cities helps them a lot on energy use, but remember they are improving from that standard not from a North American per capita use rate which actually should be easier. I live in Canada which has a European approach on social programs, but which is at least as bad as the U.S. on energy use/climate change, maybe worse because we signed Kyoto and then just ignored it.

      We have only just begun and none too soon.
