    I am not a lawyer, and I'm no Bush apologist or supporter, but here's how I see it.

    He can't do recess appointments, since the Senate is in session.

    But the House isn't, so they wouldn't be able to vote on a veto override.  Which is why the pocket veto may (probably will) succeed.

    I hope I'm wrong.  And I wish the House WAS in session, so that Republican representatives would have to justify not supporting the troops.
