Bush keeps pushing back at Congress trying to create an operational crisis. I'm ready to see Congress give him one. If they won't use Impeachment to drag out the facts of his criminal conduct, let them use his veto to unfund the Defense Department. Who's weak on Defense then?

My sister is a federal employee working for the Army. She's been told she won't be working after February because the Democrats refuse to fund the Defense bill. I pointed out the bill was on Bush's desk and all he had to do was sign it. If she's out of work, she owes it to her brave leader W.

      But vetoed that authorizing bill.

If you believe his signing statement, the net result of that is that he has accepted the money, and vetoed Congress's control over how it's spent.

      Perfect, if you're Bush.

      •  What athourity does he have to spend? (0+ / 0-)

generally refers to the establishment of what became the Uniform Code of Military Justice.

But in the real world, you're not supposed to be able to spend money on unauthorized programs.

In Bushworld, he says he can do whatever he wants. They money, having been appropriated, is in the hands of his "unitary executive." And he says he makes the decisions on how it's spent.

Unless someone says otherwise, and with sufficient force to win the argument.

I haven't seen anyone capable of doing that just yet.
