    Congress should never have passed any of the bills funding any of the executive departments, and certainly not the WH and OVP appropriations.  These should have been maintained on continuing resolutions, of no more than two weeks duration, precisely so that Congress would have weapons at hand to respond to just such usurpations of power as we have here in this claim that President can declare when the Congress is or is not really in session.  The Congress would, with a simple majority vote, be able to cut the toilet paper in the WH from the next version of the continuing resolution to let him know who's boss.

    The way up and the way down are one and the same.
