    My first thought on reading that Powell wouldn't be there was that it was in good measure his decision, because he is so obviously having trouble being a good toadie -- he goes out and mouths the lines, but he seems to be having more and more trouble really selling them.

      I also thought it might be Powell's decision, but not b/c he's having difficulty towing the party line (-though that is sometimes an issue). Rather, I thought he might want to salvage whatever political prospects he might have by not being associated with Bush's sinking ship. Of course, part of the irony of that is Powell's presence would only remind people of a problem in the administration for which Powell himself is partly responsible (i.e. the baseless WMD claims Powell made before the UN).
