    but there pretty much two hague tribunals, the one for Yugoslavia and the ICC, which EXPRESSLY does not have universal jurisdiciton.  ICC jurisdiction does not extend to nations which are not party to it.  Thus, for things which didn't happen IN a party state or weren't committed BY a citizen of a party state, the ICC does not have jurisdiction.
