      The National Indian Gaming Commission (NIGC) already has oversight authority over all Indian gaming operations, including the ability to audit operations.  If the state of California, or residents thereof, are unhappy with the level of oversight given by the NIGC, they should take it up with the federal government directly and not petition for independent (state) oversight of Indian tribal affairs.

      The only reason the tribes have to give any gaming revenue to the states at all is because the federal government says they do.  Federal Indian policy is deeply and profoundly messed up in about 9 million ways and is probably unfixable at this point.  But as a general proposition, the less authority individual states are given over Indian affairs, the better.
